Sims 4 Why Cant I Build Roof On 2nd Floor

Cannot make changes outside of owned area but the thing is the prebuilt penthouse there was built on that boundary on the second floor.

I am playing the sims 4 on a macbook air. Just click on the floor and drag it to extend over the entire room. Hit page up on your keyboard to move up to the second floor view then build the walls floors etc from there. If i tried to place one on the first floor it would place it on the ground.

I had to divide my second floor up into little rooms then use the select tool then delete the non existent ceiling then it let me build an actual ceiling.
